Scotland covers all 32 mainland council areas from the Borders north to Caithness, including the central-belt cities of Glasgow, Edinburgh, Stirling and Dundee plus Aberdeen on the north-east coast. Coverage runs through Highland, Argyll and Bute and the rural west, where longer haul distances to licensed transfer stations push prices above the English average. The Outer Hebrides, Orkney and Shetland are currently out of scope. Permit lead times under each Scottish council follow their own bylaws and typically run 5 to 10 working days; private-driveway jobs avoid the permit.
