In practice that means the waste must be passed to a registered waste carrier, and you should keep the waste transfer note (or a season ticket covering a run of regular collections) as the record of where it went. A reputable skip operator is a registered carrier and issues that paperwork as a matter of course. The regulator is the Environment Agency in England, SEPA in Scotland, and Natural Resources Wales in Wales. Keeping the documentation is what protects the business if waste is ever traced back to it.
For businesses with regular waste, a trade account is usually available on application, typically on 30-day or 60-day terms subject to credit checks. Invoices itemise every collection on the account, and each booking still comes with its own waste transfer note, covering that duty of care.
